Zootopia taxes headcannon

In the Secular Nonpartisan Constitutional Federation of Zootopia, if one makes $73,000 or more a year, they may be taxed up to .01% of their income. The constitution specifies that no one may ever be taxed of more than .01% of their income.

For example, assuming that Nick Wilde makes 200 Bucks a day which translates to 73,000 Bucks a year, he would have to pay about 7.30 Bucks to the Zootopian Federal Government that year. 

Tax credits, tax write-off, and general tax deduction policies are extremely permissive. Animals caught abusing the tax deduction system tend to, strangely, get a slap on the wrist.
Religious institutions are income-tax exempt.

The absolute maximum penalty, for severe repeat offenders (ie repeat offenders who violate the law dozens of times already), they may receive a sentence up to five years in the Tax Evaders' Correctional & Rehabilitative center (remember when Judy Hopps said "Five year's jail time"). It's an open luxury prison.
And, they are permitted to fully leave only after finishing a fraction of their sentence.

But, as of early 2015, the tax statute was repealed (coincidentally, shortly after Nicholas Wilde and Judy Hopps solved the Nighthowlers case), and everyone already serving time for tax evasion were immediately released, with charges dropped and records of tax evasion erased.

The reason for the tax's implementation was to help fund Zootopia's Armed Forces Expansion, which was an extension of the Nation's Against The New World Order's Armed Forces Expansion after the reelection of Barrack Obama in 2012, in which the hope of the United States of America electing a truly anti-war candidate was virtually gone.

Uniforms:

Class A: white with blue trim.
Class B: yellow polo shirt, midnight blue chino pants, low-profile boots, midnight blue baseball cap with a patch on front.
Class C: his-vis polo shirt, midnight blue chino pants, tactical oxfords, high vis baseball cap. The ballistic vest is midnight blue with a patch that says "Federal Taxation Service" in yellow.

The vehicle livery and Class B uniform was meant to be highly visible, to show that the FTS had "nothing to hide", but officers disliked it, and jokingly called their Class B/C uniform the "Construction Worker" uniform.

In early 2015, income taxes were abolished, and all assets and resources were merged into the Federal Police with the Tax Evaders' Correctional & Rehabilitative center .

Public opnionion:

49.6% of Zootopian citizens opposed income taxes. Another 45% stated that they were unsure.
